- 这也是为什么我不太愿意把 Spellbook 只当成「又一个 skill 合集」。它更像是 agent 基建里的 skills 层：单个 skill 要能被审计、被分类、被测量整个库要能被 reconcile、被 quarantine、被退役跨 Claude Code 和 Codex 的投影要可验证没有这层纪律，100 个 skill 很快就会变成 100 个不可信的 Markdown。

- 把整个本地 skill 集合当成「受治理的软件供应链」来管。支持四种模式： audit（只读诊断） plan（只出方案） repair（有回滚的修复） verify（复核）检查 broken roots、重复投影、生命周期漂移、secret 暴露、跨 runtime 不一致等。默认只读，任何突变都需要明确授权 + 证据。
